OYSTER RIVER COOPERATIVE SCHOOL DISTRICT

THE STATE OF NEW HAMPSHIRE
To the Inhabitants of the Oyster River Cooperative School District of
Durham,
Lee, and
Madbury qualified to vote upon District affairs:
You are hereby notified to meet at the
Oyster River High School
in said district on the 5th day of March, 1996, at 7:00 o'clock in the evening for action on Articles 1 through 16. The polls, which open at 11:00 a.m. for purposes of voting on Articles 1, 2, and 3, will close at 9:00 p.m. unless extended by vote of the meeting.
- To choose a Moderator for the coming year.
- To choose two at-large School Board members for the ensuing three years.
- Submitted by twenty-five or more qualified voters of the Oyster
River Cooperative School District on October 25, 1995:
Shall we adopt the provisions of RSA 40:13 to allow official
ballot voting on all issues before the school district?
(60% majority vote required for passage)
- To acknowledge the work of individuals and organizations on behalf
of the District.
- To determine and appoint the
salaries and fix the compensation of
any officers or agents of the District.
- To hear the reports of Agents, Auditors, Committees, or Officers
chosen and pass any vote relating thereto.
- To choose Agents, Auditors, and Committees in relation to any
subject embraced in this warrant.
- Submitted by twenty-five or more qualified voters of the Oyster
River Cooperative School District on January 19, 1996:
Shall we adopt the provisions of RSA 194-B implementing a charter and open enrollment school program?
Shall no more than zero percent of the district's current pupil enrollment be eligible for tuition to attend charter and open enrollment schools located outside the school district?
Shall no more than four percent of the district's current pupil enrollment be eligible for tuition to attend charter and open enrollment schools located inside the school district?
(Majority vote required)
- To see what sum of money the District will raise and appropriate
as a deficit appropriation to be added to the 1995-96 appropriation for purposes of meeting the unanticipated expenses of the
district in special education.
- To see if the District will vote to approve within the provisions
of New Hampshire RSA 273-A:3 the cost items included in the collective bargaining agreement reached between the
Oyster River School Board and the Oyster River Teachers' Guild which calls for
the following increases in
salaries and benefits over the prior year.

and benefits over those paid in the prior fiscal year.
- To see if the District will vote to approve within the provisions
of New Hampshire RSA 273-A:3 the cost items included in the collective bargaining agreement reached between the
Oyster River School Board and the Oyster River Educational Support Personnel
Association which calls for the following increases in
salaries
and benefits over the prior year: $_____; and further to raise
and appropriate the sum of $_____ in 1996-97 for additional costs
attributable to the increase in salaries and benefits over those
paid in the prior fiscal year. (Negotiations continuing.)
- To see if the District will vote to raise and appropriate up to
$50,000 to be placed in the School Board Capital Facilities Replacement Fund (a capital reserve fund under RSA 198:20-c), with
such amount to be funded from the June 30, 1996 undesignated fund
balance.
- To see if the District will vote to raise and
appropriate the sum of up to $51,000 for the purpose of partial
reconstruction, enlargement, renovation, and original
equipping of the middle school; and to authorize the
transfer/use of that amount from the June 30, 1996 fund
balance for this purpose. (This amount will represent the
interest earned on bond proceeds transferred to the general
fund on or before June 30, 1996.)
- Submitted by twenty-five or more qualified voters of the Oyster
River Cooperative School District on February 5, 1996:
To see if the District will vote to raise and appropriate the
sum of $2,500 (two thousand five hundred dollars) to help
support with other school districts the case of the Claremont
School District et al., a court challenge to the constitutionality of New Hampshire's method of funding public education through near-total reliance on local property taxes.

- To see what sum of money the District will raise and appropriate
for the support of schools, for the payment of
salaries
of school
district officials and agents, and for the payment of statutory
obligations of the District. (Majority vote required)
- To respond to other questions, comments, or motions that may legally come before this meeting.
